Blend red bell peppers, tomatoes, onions, and habanero peppers until smooth (use broth as needed). Saute onions, garlic, add sauce and bring to a boil!
Add pasta, stirring every 30 seconds until fully immersed in liquid (about 2-3 minutes). Then, cover and cook for 8-9 minutes (or ~1 minute less than package instructions).
Stir in heavy cream and seasonings, cook uncovered for 1-2 minutes (remainder of package timing), then remove from heat and stir in Parmesan.

Garnish with fresh basil, scallions and more Parmesan and serve hot! If you don't want to make it one-pot, then just make the sauce separately!
