In a bowl, combine peanuts, cabbage, carrots, scallions and cilantro.

Add the dressing ingredients to a mason jar and whisk with a fork to combine - add water to thin the sauce.

In a bowl, toss the chopped ingredients and peanut dressing. Season. Garnish with cilantro and toasted peanuts.
